my dog "heart" became dog meat by Neighbors

This is exactly what happened in Iksan city, Jeonbuk, South Korea.  "Heart" is an old English sheep dog boy, about ten years old.  On Sept. 26th, 2016,  he was missing because he heard a loud bang and ran out of the house.  The owner was looking for him day and night.  After two days,  she found out that her dog "Heart" was burnt, slaughtered and eaten by some of neighborhood senior residents.  At that time  "Heart" was wearing a neck collar along with his name tag written his owner's phone number.  To find her dog, she asked many people and police for help and the suspects were included among them.  But they butchered and ate "Heart" after the owner and police visited them,  mocking at the police and her.  When asked why they ate him,  they answered,  "The dog was already dead and we just took it and ate."  Then she reported to the police, however, Korean animal protection act is not strict enough to bring justice to these killer suspects for an innocent animal.  This is the reality that we encouner.  That is why we are trying to set a precedent this case to revise the fragile animal protection laws.  To do that, what we need now is to reveal their false statements, get your signatures a lot, cheer by many people.   The perpetrators said that the dog's body had already gone into rigor mortis.  But the witnesses said the dog had raised his head and looked around and then the perpetrators approached him after 10 minutes.   As you know, rigor morits doesn't set in within 10 minutes after death.   That day, it was raining all day and the temperature was 20˚C (68˚F).   Also, Heart weighed about 40kg(88.18lb).   It is a sure indication that they tell a lie.   If we can't prove their lie, the police can only apply a slight law.   Therefore, they require a lot of vet's notes  that doesn't go into rigor morits in 10 minutes after death.   But the vets in Korea didn't write their notes except the only one because of the fear that is bad for their work.   We did all we could for "Heart" in our country.   Even though he was on the news and TV program, Korea has been a culture of dog meat.   So it's hard to achieve our goal.   We hope you wil help "Heart" dying in agony.   We really need...   First, signing the petition as many as possible   Second, sharing with others    Third, submitting vet's note    Please stay tune for breaking down bad customs in Korea.   Thank you for your time and consideration.
